The basics
What DND means
India's Do Not Disturb registry (the National Customer Preference Register) records people who do not want promotional calls or SMS. Anyone can register by calling or texting 1909 or through TRAI's DND app, and can block all promotional calls or only some categories.
The rules come from TRAI's Telecom Commercial Communications Customer Preference Regulations, 2018 (TCCCPR), which were tightened in February 2025.
Calling from the right numbers
Promotional calls and service calls
Promotional calls: 140 series
Calls that offer a service, such as advisory plans or a demat account, are promotional. They should go out through a telemarketer registered with your telecom operator, using a 140-series number.
Service and transactional calls: 1600 series
TRAI has set aside the 1600 series for service and transactional calls. These are not for selling. Ask your operator whether your firm qualifies.
Ordinary 10-digit mobile numbers are not meant for promotional calling. Most complaints against floors start here.
Complaints
What happens when someone complains
7 days to complain
A person can complain about an unwanted call or SMS within 7 days of receiving it, through 1909 or the TRAI DND app.
5 complaints in 10 days
If a sender who is not registered draws 5 complaints in 10 days, the telecom operator must act against that number.
Barring, then disconnection
A first offence can bar the number's outgoing services for 15 days. Repeat offences can mean disconnection for up to a year and blacklisting.

A simple checklist before you dial
Register as a sender
Register your firm with your telecom operator's DLT platform and make promotional calls through a registered telemarketer.
Scrub lists against DND
Check every calling list against the DND registry before your callers dial it, and keep a record of the check.
Call live leads quickly
A person who has just enquired asked to hear from an advisor about that enquiry. Call promptly and stay on that topic.
Respect "stop"
If someone says they do not want calls, mark the number and remove it from every list your floor uses.

Questions about DND
Who is responsible for following the DND rules?
The firm that makes the calls. Your floor decides which numbers to dial and how, so DND checks and sender registration are your responsibility.
Are live web leads covered by DND?
A live lead is someone who filled in an enquiry asking to hear from an advisor. Call them about that enquiry. If they later ask not to be called, stop.
Can a person on DND still get calls?
They should not get promotional calls in the categories they blocked. Service and transactional calls follow separate rules.
